Assessment in Progress

Halibut was opened for classification in October 2024. Assessment is proceeding according to standard procedure. The case is expected to be the fourth classification issued by the Bureau and the first of 2025.

Halibut is a large, flat fish native to cold ocean waters. It spends much of its life on the seafloor. Both of its eyes are on the same side of its head, which the panel found interesting but not disqualifying. All preliminary observations are consistent with fish classification.

The panel has identified no anomalies. There are no open questions. Deliberation is continuing because the process requires deliberation, not because halibut is presenting any difficulty.

Preliminary Assessment — In Progress
Aquatic habitat confirmedNorth Pacific and Atlantic Ocean. Cold water. Seafloor adjacent.
Fin structure — appears presentFins observed. Formal verification pending final session.
Gill respiration — consistent with fishBreathing mechanism consistent with gill respiration.
Vertebral column — presentInternal skeleton confirmed.
Zero legsNo legs. Both eyes on same side of head, which is noted but not a classification criterion.

Status: Pending. The panel expects to issue a finding in Q2 2025. This classification is considered a formality by all parties involved, including the panel, the Bureau administration, and in all likelihood halibut itself.

No disputes have been submitted regarding this finding. The Bureau does not anticipate any.

Panel Notes
“This is going to be a fish. We know it’s going to be a fish. We are doing the work because the work requires doing. The eye situation is unusual but eyes are not a classification criterion.”
